Conservation Commission Minutes 001/19/2012
Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings on January 19, 2012, at Tolland Town Hall, 241 West Granville Rd, Tolland opened at 5:30 pm for the following purposes:

Others:~ Ellen Freyman of CTC Electric/Slate, Schwart & Fentin, Robbert Maddock of TMC Environmental, Inc/Pool Project (PCIS), Kevin Orchard, Eric Roddy, Darrin Prescott, Serge Weiss of CTC Electric, John Henry of CTC Electric/O’Riely Tabit & Okun, Mary Turek of Berkshire Woods Reality, Brett Kaminsrsy of SK Design Group, Inc. and Rich & Diane Winkler representing Ron Campbell.

HEARINGS~
1.   RDA – Submitted by Ron Campbell 112 Brook Lane.~ Applicant seeks to rebuild dock, which was lost during hurricane Irene.
8’ X 12’ dock to be rebuilt.~ Vote taken and RDA #2012-001 was given a Negative Decision by unanimous vote


2.   RDA-Twining Property on East Otis Road. (Bk 15~ Pg68), applicant seeks to cleanup PCB of less than 50 ppm from recent pool removal.
TMC Environmental doing the work, per the State there are no wetlands, all materials will be collected covering a 4’ Wide X 40’ Long area.~ Vote taken and RDA #2012-002 was given a Negative Decision by unanimous vote.

3.  RDA-Deming property, 1403 New Boston RD, Map 403 Lot 7.3, applicant seeks confirmation of delineation of wetland boundaries for purpose of large scale ground mounted solar installation. Plan accompanying this RDA filed by CTC Electric, Inc.

4.  Conservation Commissions met all parties involved with the application and the property owners to do a site visit at 4 pm today.~ Application discussed and a Positive Determination given regarding that the resource boundaries are all confirmed.~ Meeting scheduled for February 16, 2012 for the next step of the process i.e., NOI- Deming property, 1403 New Boston Rd filed by SK Design for CTC Electric. Applicant seeks to construct driveway crossings through two wetland areas on Map 403 Lot 7.1 New Boston Road. The purpose is to have access for the construction of a solar farm.

The Hearing Section of the Meeting was closed.

There being no Old or New Business the meeting was adjourned at 6:15 pm by unanimous vote.
